APPROACH
CNJG takes an active role in championing the vital role New Jersey’s nonprofit sector plays in the state. We advocate for public policies that support a strong and fair economy, the economic and social well-being of New Jersey’s residents, a healthy environment, and civically engaged and educated communities. In keeping with our vision, we seek to advance equity and inclusive public policies. We promote participatory philanthropy, which seeks to include a diversity of voices in public policy development and implementation and ensure that those most affected are included in the public policymaking process. We advance trust-based philanthropy, which seeks to foster equitable relationships within the nonprofit and philanthropic sectors by redistributing power — systemically, organizationally, and interpersonally — in service of a healthier and more equitable nonprofit sector. We focus our public policy efforts on issues that affect or impact the nonprofit and/or philanthropic sectors, that potentially have long-term, systemic impact, and where the involvement of CNJG could positively shape the outcome of an issue. We encourage policymakers to engage with us and think of us as a resource as we advocate for strong policies to strengthen New Jersey’s nonprofit sector and recognize the sector for the valuable and essential role that it plays.
POLICY PRIORITIES
ADVANCE RACIAL EQUITY AND JUSTICE. Philanthropy has a critical role to play in dismantling structural racism by advancing equitable public policy. We seek to analyze and support public policies that further racial equity, eliminate persistent racial disparities, and promote equitable outcomes across issue areas including health and well-being, education, economy, housing, and the environment.
A WELL-RESOURCED NONPROFIT SECTOR. A resilient and well-resourced New Jersey nonprofit sector is essential to a healthy and equitable New Jersey and a resilient economy that works for all. Too often, the nonprofit sector is under-resourced and under-valued for the critical role that it plays. We support policies that eliminate barriers to effective nonprofit operations, enable long-term fiscal planning, and encourage all New Jersey residents to support and engage with the nonprofit sector. Examples of policies we support include:
- state contracts that adequately compensate staff.
- multi-year investments in the nonprofit sector.
- government policies that support nonprofit innovation.
- reductions of “red tape.”
- increased government transparency.
- incentives for New Jersey residents to engage in charitable giving.
A COLLABORATIVE ENVIRONMENT TO SUPPORT INNOVATION. We seek to foster collaboration and enhanced coordination among the nonprofit sector, philanthropy, and government at all levels. We support public policy initiatives and innovative efforts that further this aim.
SUPPORTING NONPROFITS’ ADVOCACY ROLE. We work to protect the vital ability of the nonprofit sector to advocate and engage in public policy, recognizing that the nonprofit sector plays an essential role in strengthening New Jersey’s economy, improving the lives of New Jersey residents, and advancing equity.
INVESTING IN PREVENTION, RESPONDING TO CRISIS AND SUPPORTING LONG-TERM RECOVERY. The philanthropic sector is often called upon to respond in times of crisis. We support public policies that make necessary investments to prevent such crises, including health, climate and natural disasters.
We also advocate for policies and investments to adequately respond to such crises and invest in long-term recovery, with a focus on prioritizing the needs of those communities that are most at-risk and hardest hit.
A HEALTHY DEMOCRACY & ENGAGED COMMUNITIES/CIVIC ENGAGEMENT. We support public policies that foster a healthy democracy, an engaged and educated populace, and the right of New Jersey residents to freely exercise their right to vote. We seek to advance efforts that remove barriers to civic engagement and voting.

Already, 2025 has been a year unlike any other. The changes in federal policy are coming at a pace we’ve not experienced before. Not even a month in, the new administration immediately issued several significant Executive Orders (EOs), creating uncertainty across the social sector. From attempts to freeze Congressionally approved funding, to efforts banning diversity, equity, and inclusion programs, and questionable tactics to slash the federal workforce; funders and nonprofit partners are gravely concerned about how the fabric of our democracy and the systems of constitutionally mandated checks and balances are fraying right before our eyes. To help you cut through the noise, the National Council of Nonprofits is tracking and continuously updating its analysis of the impact of these EOs on nonprofit organizations in real time.
This is the time to shore up relationships with colleagues and nonprofit partners. I’m grateful that in New Jersey, we have a strong partnership with the New Jersey Center for Nonprofits. Advocacy and policy are at the heart of the Center’s mission. They have been at the forefront of keeping us informed about the Office of Mangement and Budget's (OMB) freezing of federal grants and loans. I encourage you to:
- Sign up for the Center’s email list for up-to-date, reliable information.
- Ask your grantees and nonprofit partners to complete the annual NJ Trends and Outlook survey, launched today. This year, the survey is also collecting stories about how executive actions are impacting nonprofit organizations.
On behalf of philanthropy-supporting organizations, United Philanthropy Forum is also mobilizing to serve as a key source for accurate, reliable information with their newly created resource page, “Executive Actions Impacting the Philanthropic & Nonprofit Sectors."
Funders across the country are asking what they can do immediately. As I noted above, leveraging your partnerships and strengthening your relationships is key. Echoing sage recommendations from the Council on Foundations and Grantmakers for Effective Organizations, here are other strategies for your consideration:
- Reach out to your grantees and nonprofit partners – don’t wait for them to reach out to you. They need to hear from you and know that you are championing their often-thankless work.
- Offer flexible funding and move funding quickly. Allow your grantees to repurpose their current grant funding to meet the needs of their organization and those they serve. Giving nonprofits every resource and tool they need to be nimble is critical.
- Share your funding opportunities with the New Jersey Center for Nonprofits to post on their revamped funding page.
- Get comfortable introducing your grantees to new partners, other grantees, and potential funders. This is how we build strong, resilient communities of practice and service.
We’re embarking upon untested times. As we celebrate Black History Month and Women’s History in March, it is important to remember that meaningful change starts and ends with partnership, collaboration, and advocacy. Philanthropy has a critical role to play in this equation.
To help you better understand the federal policy landscape, we’re hosting an eight-part Funder Briefing Series: Making Sense of Federal Policy: Understanding What it Means for
New Jersey, beginning in March. This series will provide an overview of key issues that directly impact philanthropy, and more broadly, the charitable sector. The first session, on March 13 at 4:00 pm., will focus on immigration.
In addition, we will be launching a web page with information and resources to help inform your decision-making, as well as reintroducing our policy infused e-newsletter, CNJG ...for the field. Covering both big 'P' and little 'p' policy issues, the first edition will land in your inbox later this month, providing key updates and relevant articles.
I want to end with some exciting news — Craig Weinrich has been promoted to Senior Director, Member Experience. Craig has been with CNJG for 11 years, and his leadership and dedication have been invaluable to our community. Please join us in congratulating him on this well-deserved promotion!

I’m absolutely thrilled about the upcoming 2025 CNJG Conference for the Social Sector on June 18. Planning for the event has given us ample opportunity to consider and explore the many different ways that people participate in civic engagement.
It’s also broadened our definition. One definition comes from our colleagues at Philanthropy for Active Civic Engagement:
Civic engagement is the process of helping people be active participants in building and strengthening their communities, whether defined as a place or a shared identity or interest. It’s a spectrum of ways people can participate in self-governance, from interactions with government to voluntary associations, and everything in between.
This past Memorial Day, my husband and I visited our fathers’ gravesites at Doyle Veterans Memorial Cemetery. Both of our dads served in the Air Force. We grew up with a sense of civic engagement. I share this because — EVERYONE — has, or is currently, partaking in civic engagement. If you were a girl scout — civic engagement. If you’ve ever written a letter to a government official — civic engagement. If you’ve volunteered for a community cleanup — civic engagement. If you collect data as part of a citizen scientist project — civic engagement. If you serve on your local school or a nonprofit board — civic engagement. If you voted — civic engagement.
Civic engagement is undeniably crucial for a healthy democracy. By participating in civic activities, individuals contribute to a more vibrant and equitable society.
Democracy in action IS civic engagement. We’re partnering with our friends at the
New Jersey Council for the Humanities to collect conference attendees’ thoughts on our democracy and reflect on their role in civic society. During the opening session, we’ll have a prompt card at each table asking attendees to answer a question related to civic engagement. This will add our voices — New Jersey’s philanthropic and nonprofit sector leaders – to our national story and underscore that the actions we take in our own communities absolutely matter.
We have an exciting and packed conference agenda, vibrant and brimming with examples and stories of civic engagement! The opening Spark! Civic Pulse session will hear from six dynamic New Jersey social sector leaders who will share their definition of civic engagement through the lens of their organizations’ missions and work. The morning sessions will foster inspiration and conversation about civic engagement, while the afternoon sessions will focus on mobilization and action. Keynote speaker Dale Anglin, Press Forward, will tackle the vital role that local news plays in fueling strong communities.
I’m immensely proud of the range of topics our spring conferences have elevated over the years. The 2019 New Jersey Conference for the Social Sector: Census 2020 – Defining the Next 10 Years was a clear and explicit call to support a full and accurate census. During COVID, our 2021 Virtual Conference dove into the future of work. The information and insights shared during the event still resonate today. The 2023 Conference challenged us to understand and embed Doing Good Better in our philanthropic discussions and grantmaking protocols. Lifting up these topics feels like civic engagement to me.
CNJG has added our support to several sign-on letters - another act of civic engagement. I hope you will consider adding your foundation’s name to the National Letter to Protect and Strengthen Nonprofit Organizations in the Tax Package. As you know, the One Big Beautiful Bill Act was passed by the House and is now in the hands of the Senate. While it does include a time-limited universal charitable deduction for non-itemizers, the bill also includes several provisions that will adversely affect the philanthropic and nonprofit sector, among them:
- Tiered Tax Increase on Private Foundation Investment Income: The proposal to impose substantially higher excise tax rates on the net investment income of private foundations based on their asset size remains in the bill. This could still significantly reduce funds available for grantmaking and charitable programs.
- 1% Floor for Corporate Charitable Contributions: The bill retains the 1% floor, meaning corporations could only deduct charitable contributions exceeding 1% of their taxable income. This could lead to a decrease in corporate philanthropy.
The letter urges lawmakers not to use the nonprofit sector “as a revenue source to pay for other unrelated policies.” Thank you to our national partners, United Philanthropy Forum, the Council on Foundations, the National Council of Nonprofits, and Independent Sector for coordinating the sign-on letter and continuing to advocate on behalf of the sector. The deadline to sign the letter is Friday, June 6, at 9 a.m.
And finally, in case you missed it, the Community Foundation of New Jersey has created a rapid-response fund; the NJ Strong: Emergency Fund aims to provide a safety net for nonprofits, help them weather this funding crisis, and minimize service disruptions in our communities. Other funds include the New Jersey Sustainability and Resiliency Fund and EQUIP NJ’s fund.
I look forward to seeing you at the 2025 CNJG Conference for the Social Sector: Stronger Together — Philanthropy and Civic Engagement on June 18! The opportunities for civic engagement are boundless. Whether your organization’s mission clearly states a commitment to civic engagement or works behind the scenes to move forward strong communities, I hope you will leave the gathering inspired and energized!

CNJG’s 2025 Conference for the Social Sector—Stronger Together: Philanthropy and Civic Engagement, features recognized thought leaders, national and regional experts, and community leaders for a full day of connection, shared exploration, thoughtful discussion, and side-by-side learning with philanthropic and nonprofit colleagues.
This year's conference will examine how funders and nonprofits can work together to address and increase civic engagement, focusing on several key areas, including advocacy, local media, participatory budgeting, guaranteed income, public-private partnerships, the arts, and youth education through the lens of civic participation.
Civic engagement is about more than voting or elections. As our colleagues at Philanthropy for Active Civic Engagement (PACE) define it:
“Civic engagement is the process of helping people be active participants in building and strengthening their communities, whether defined as a place or a shared identity or interest. It’s a spectrum of ways people can participate in self-governance, from interactions with government to voluntary associations, and everything in between.”
The opportunity for local communities to convene, learn together, and form partnerships can lead to meaningful action and increased public participation. Let’s explore how philanthropy can impact the social sector by buttressing these connections.

This report highlights three philanthropic efforts to build the capacity of local communities in the West - The Ford Family Foundation’s Ford Institute Leadership Program, the Northwest Area Foundation’s Horizons Program, and the Orton Family Foundation’s Heart and Soul Community Planning Program.

These principles are intended to promote continuous learning, vulnerability, and reflection for how philanthropy can evolve from its historical roots to a more trusting, accountable, and equitable model.

1. Ethical Leadership
Understand:
We believe that ethical leadership is required to build and maintain community trust in philanthropy. This is achieved through adherence to laws, good governance and community- informed decision-making.
Begin:
We serve our partners and communities in a way that engenders trust. We adhere to all applicable laws and take seriously our fiduciary duties. In order to maintain trust, we seek to continuously improve our governance, decision-making processes and organizational culture.
Aspire:
We actively engage the community in our governance and decision-making, balancing donor intent and community need. We strengthen community trust by including new and diverse voices on our governing bodies and decision-making teams.
2. Stewardship
Understand:
As philanthropic entities established for charitable purposes, we operate with a privileged tax status. We recognize that, in addition to money, foundation assets include investments, relationships, human resources, connections and networks, knowledge and expertise, and stature.
Begin:
We recognize our roles as funders, employers, economic entities and community members. Through each of these roles, we use the wide range of assets held by philanthropy to create positive benefits and impact with our communities.
Aspire:
We use all of our assets to build equity and strengthen communities, as defined by the communities, themselves. We use all available tools such as values-based investing, impact investing and giving beyond any minimum requirements, to generate community benefits.
3. Values
Understand:
Having clear and transparent goals, missions and values allows us to be purposeful in philanthropy and facilitates accountability with communities and stakeholders.
Begin:
Our missions and goals are clearly stated and are transparent to the community. We hold ourselves accountable to them. We periodically examine our missions and goals for relevance, impact and alignment to our values.
Aspire:
We seek to understand and incorporate the values of our stakeholders and the communities we serve into our missions, values and goals. The community participates in examining our mission, values and goals for relevance, and holds us accountable to them.
4. Equity & Justice
Understand:
We recognize two truths. Philanthropy is created to promote the welfare of others. Our commitment to equity requires us to dismantle disparities in access to power, money and resources. At the same time, philanthropy is a system that is built on historical structural inequities and systemic racism. These inequities create a resource gap and power differential between philanthropy and the community.
Begin:
We are in a unique position to promote equity and justice. We seek to understand how intersectional inequities and racism manifest in our philanthropy and our communities. We work to become anti-racist individuals and organizations. In order to advance equity and justice, we listen to the community, honor their story and rely on their lived experience to inform our grantmaking.
Aspire:
We acknowledge our privilege in resources and resulting power. We commit to increase power sharing with our community, especially with communities that have been historically marginalized. We believe in trust and shared power in decision-making, which increases community access to philanthropic resources. This increases equity and makes progress toward dismantling racism and eliminating systemic inequities.
5. Community Engagement
Understand:
Philanthropy works best when it builds long-term community relationships rather than focusing on short-term transactions. Positive impacts increase when we hold mutually respectful, direct relationships with the community. As a result of community engagement, philanthropic efforts become more relevant and donors/grantors more accountable to our community.
Begin:
We listen to the desires of the community and we interact with the community in culturally appropriate, meaningful and respectful ways. We engage in continual and reciprocal listening and learning, cultural curiosity and humility. In our relationships, we respect the community’s time and resources and strive to give more than we receive.
Aspire:
We take time to understand our relationships with the community, align our aspirations and actions, and adjust our work, as needed. We solicit community critique and feedback. We strengthen our grantmaking through power sharing, joint decision-making and funding of solutions defined and led by the community.
6. Public Voice
Understand:
Philanthropic organizations and individual donors enjoy power and influence that we must use responsibly, both individually and collectively, for the greater good. Our public voice augments our grantmaking to demonstrate partnership in communities and to advance our goals.
Begin:
We form our public voice by listening humbly to those with lived experience on issues we seek to influence. We use our collective voice to share knowledge, educate ourselves and others, and impact change on issues that advance equity and strengthen our community.
Aspire:
We amplify the voice of communities that have been historically marginalized. We use our collective voice to impact change in public policy and public opinion on issues important to our communities. We use our resources to amplify community voices and support grassroots organizing and advocacy.
7. Continuous Learning
Understand:
We have unprecedented access to information from local and global sources including science, research and community networks. Our communities offer rich information about the human impact of policies and resource distribution. We are obligated to use various information sources to actively learn and strengthen our practice and allow for vulnerability and openness to the evolution of our work.
Begin:
We are curious about our work and engage in activities that help us to consider new viewpoints and address individual biases. Through a range of learning activities including research, self-assessment, evaluation, professional development and community engagement processes we seek and use information that improves our grantmaking and expands our understanding of the community.
Aspire:
With the community, we engage in ongoing learning and jointly define funding priorities. We respect many cultural ways of learning and knowing and work to achieve individual and organizational cultural competency. We promote continuous learning with our teams and alongside our grantee partners. We improve our work by offering and using peer feedback and being open and vulnerable in the process.
8. Transparency & Accountability
Understand:
Transparency builds trust and strengthens our accountability to the community. By being transparent, we are accountable to our mission, values and goals.
Begin:
We exhibit transparency by being clear, consistent and timely in our communications, decisions and commitments. We share information publicly in order to meet regulatory requirements and uphold community expectations, in the context of our missions. We demonstrate accountability by learning from community feedback and critique.
Aspire:
We consider state and federal regulatory requirements to be the minimum standard of transparency. We excel at transparency and accountability by engaging the community in decision-making and external evaluation of our work

This includes insights and tips related to board governance, legal compliance, grantee communications, fiscal responsibility, public disclosure, and many other key areas of foundation governance and operations. It is intended to serve as a practical resource to assist foundations in their grantmaking.
Adopted by CNJG”s Board of Trustees in October 2023, these eight Principles offer philanthropy a source of direction for their own equity journey. Each principle begins with a common understanding followed by developmental steps, and the aspiration for each principle. These principles are intended to promote continuous learning, vulnerability, and reflection for how philanthropy can evolve from its historical roots to a more trusting, accountable, and equitable model.
From the Commonfund, these white papers on investment policy statements, spending policy, board governance and risk tolerance, together with their most recent studies of investments at private and community foundations, operating charities and nonprofit healthcare organizations are made available though CNJG's Investment Forum for Foundations and Endowments.
Community foundations are beginning to deepen and shift how they work, adopting an anchor mission that seeks to fully deploy all resources to build community wealth. Moving into territory relatively uncharted for community foundations, they are taking up impact investing and economic development — some in advanced ways, others with small steps. This report offers an overview of how 30 representative community foundations — including The Seattle Foundation, the Vermont Community Foundation, and the Greater Cincinnati Foundation — are working toward adopting this new anchor mission.
