Nina Stack has dreamed of being a philanthropist since long before she could probably even spell the word.
As a child, Stack would fantasize about working for the United Nations. She loved "trick-or-treating for UNICEF," and the idea that she could help children who lived in such horrible conditions was profound, Stack said. "To me, naively perhaps, the UN meant there would be no more war and children wouldn’t die of starvation," she said. "In many ways, collecting donations in that little orange box was my first experience with philanthropy."
Stack loved those early experiences. Today she continues to reach out to help others. Stack is president of the Council of New Jersey Grantmakers (CNJG), which she has led since 2005. The statewide association serves as a network, advocate and resource for more than 100 foundations in New Jersey.
Nina Stack, President, Council of New Jersey Grantmakers, knows what is on the minds of people who give away money, both locally in New Jersey and nationwide. In this interview Nina tells us about her work with the Council and also what things are on the radar screens of grantmakers.

With confidence increasing from consumers on up to CEOs, so too is the amount of corporate giving taking place in the U.S., jumping 9.9 percent in 2012 and continuing to rise. This South Jersey Biz interview with Nina Stack, president of the Council of New Jersey Grantmakers, talks about the business of philanthropy and how companies can make a difference.

On February 27, 2013, CNJG submitted a statement for the official record of the House Committee on Ways and Means hearing on the charitable deduction. The hearing on February 14 heard from a number of nonprofit leaders, policy experts and academics from throughout the nation. The CNJG Board of Trustees formally adopted the position following much discussion and consideration. The central principle of our position is that any changes made to the tax code must continue to include an incentive for charitable giving. Not only was this the first time the CNJGl has submitted testimony, but it also marks the first time the CNJG Board of Trustees has taken a formal position on an issue in our 15 year history. This represents a real change in how the CNJG supports the work of our members and is a significant step in the policy and government relations arena for CNJG.
The United States Department of Labor, State of New Jersey, and City of Newark announced a $5 million grant to help provide jobs and support to hundreds of Newark residents returning home from prison over the next two years.
The grant includes $2 million in matching funds from the Bodman–Achelis Foundations, Joan Ganz Cooney, the Charles Edison Fund/Edison Innovation Foundation, the Council of New Jersey Grantmakers, the F.M. Kirby Foundation, the Manhattan Institute, the Nicholson Foundation, and the Victoria Foundation.
“The City can’t do this alone. It takes strategic alliances with federal and state officials, community and faith-based organizations, and the leveraging arm of the philanthropic institutions,” said Mayor Cory Booker. “We established the office of the philanthropic liaison, underwritten by the Council of New Jersey Grantmakers, to help create stronger connections with funders. The matching grants from the private sector show that these efforts are working.”
“The foundation community is delighted to partner with strong government leadership and the city’s philanthropic liaison in addressing the challenges faced by the growing numbers of men and women re-entering society,” said William H. Byrnes, Jr., program officer with the F.M. Kirby Foundation and trustee of the Council of New Jersey Grantmakers.
Over the past three years, the United States Department of Labor has been the lead agency for implementing the federal government’s Prisoner Reentry Initiative. “This grant will enable Newark to build on the success of the President’s Prisoner Reentry Initiative and provide over 1,200 ex-offenders with basic job skills and other assistance to help them succeed in developing new career paths,” said U.S. Secretary of Labor, Eliane L. Chao.
The combined $5 million award will enable the City to strengthen and expand services via a network of partners working through a one-stop center, Opportunity Reconnect, at Essex County College.
The goal of the grant is keep people working, help employers find workers, and keep families safe by successfully integrating ex-prisoners back into their communities through a comprehensive system of services including case management, mentoring, skills assessment, and referrals to health care providers.
State and local agencies will be coordinated to strengthen the city’s network and avoid duplication of efforts.
“We’ve managed to make funders more aware of the barriers that prevent ex-prisoners from being successful," said Jeremy Johnson, Newark’s philanthropic liaison. "Grantmakers have become increasingly involved as a result.”
On a recent Saturday, the Jeremy Johnson, the Newark Philanthropic Liaison and over 150 arts lovers, historians, and community leaders gathered to reflect on the past, acknowledge the present, and imagine the future of the historic Newark Symphony Hall. The liaison shares his observations from the conference.
Newark Symphony Hall, the aging national treasure on the south end of Broad Street in downtown Newark, comprises a 2800-seat main auditorium, a 1,000 seat-auditorium/banquet hall, a 200-seat black box theatre, a dance studio, a new TV studio, and much more.
Its history is unsurpassed. The place has hosted every imaginable superstar since 1925, from Toscanini to Marian Anderson to Elvis Presley to Johnny Cash, Judy Garland and Newark's own Sarah Vaughan. It's going to take millions (estimates ranged from $40M to $100M or more) to restore it to its former glory.
The planners are on the right track, engaging experts, philanthropists, historians, residents, educators, government and corporate leaders, and arts and nonprofit groups. However, to justify the outlay of millions in public-private funds during these economic times, Newark Symphony Hall (NSH) will need to frame this nascent campaign beyond that of the restoration of another culturally important edifice.
Sure, the arts and history will play an important role in its rebirth, but for this effort to be truly achievable, sustainable and worthwhile, NSH should consider:
- Jobs, jobs, jobs. Can the renovation, preservation, retrofitting and weatherization of NSH be implemented as a job training laboratory for Newark workers to gain skills in "green" trades? This experience can then be exported to the broader community where workers can help green energy-inefficient homes and buildings throughout Newark and the region. NSH, which has a long-term lease with the city, could join forces with the Mayor in attracting public and private investment for green job development and energy-saving initiatives. Natural allies in this effort would be Lincoln Park Coast Cultural District (LPCCD), which is achieving inroads with green job training, or the Obama-endorsed YouthBuild, which has a strong outpost in Newark.
- Education. Through the Amistad Commission, the state now requires that African American history be taught as in integral part of United States History. Such history resonates at NSH. Think of Paul Robeson, Mahalia Jackson, Nina Simone or Marian Anderson, who performed more at NSH than any other hall during her first years of touring--she was the first black artist to perform at NSH in the 1940s. School systems could be encouraged to subscribe to annual NSH tours and learn of this rich history, providing ancillary income to NSH while also instilling invaluable lessons to our youth.
- Space usage. Think creatively about use of the Hall's enormous spaces. Possibilities could range from the creation of New Jersey's largest green roof to rental possibilities for space-starved charter schools and after-school programs.
- “Think big” was the advice of Larry Goldman, President and CEO of NJPAC. Could NSH be re-imagined as the nation's largest LEED-certified renovated historic theater, designed on a template of green-job apprenticeships for urban residents?
- Secure the right leadership. Philip Thomas, NSH's estimable executive director and the growing board, mustn't fall prey to provincialism nor favoritism as it outlines a formidable mission, development, and operational plans for this initiative. Call on leadership from within the community but also from beyond it. This project is regional and even national in scope and it should be approached as such.
- Finally, leverage partnerships. Tap the expertise of higher education institutions. Rutgers historian and Newarker Clement Price, who spoke at the convening, is a terrific example. Historic and cultural agencies are obvious partners, but also seek out federal and state sources, such as departments of labor, transportation, energy, education, human services, bureau of justice, and organized labor. Thomas stated there may be some private dollars to help initiate early studies and linkages. This is good news, for these can leverage the larger resources and community engagement needed to ultimately make the Newark Symphony Hall dream come true.
Newark to Offer Affordable, Healthier Food Options for Residents
Through the office of the Newark Philanthropic Liaison, CNJG recently had the opportunity to convene a group of funders with the Brick City Development Corporation (BCDC), a nonprofit that is working with the City of Newark to improve access to fresh, affordable foods for Newark residents.
BCDC's Fresh Foods Program Farm Stand Initiative will link New Jersey farmers with 11 Family Success Centers located at public housing developments and nonprofit agencies. Operated by BCDC, the initiative will expand Newarkers’ access to fruits and vegetables, increase use of WIC Farmers’ Market Vouchers and Food Stamps, and educate residents about the benefits of nutrition and physical activity.
Newark’s 283,000 residents currently have little access to nutritious, affordable fresh fruits and vegetables. Only three full-size supermarkets operate in the city, and Newark residents report a scarcity in supermarkets stocked with nutritious food products. The South and West Wards, the city’s most underserved neighborhoods, are not served by full-sized supermarkets or farmers’ markets.
Lack of fresh foods access is linked to troubling statistics for individuals of color and low-income individuals. A multi-state study found that wealthy neighborhoods have over three times as many supermarkets as low-wealth neighborhoods, and predominantly white neighborhoods have four times as many supermarkets as predominantly black neighborhoods. Nationwide about 44% of Latino and 40% of African American youth are overweight, and obesity rates are three times above average in low-income districts. The State of New Jersey has the highest rate of obesity in 2-5 year old children in the country, and about 56% of its residents are at risk for obesity-related illness. In 2004 the City of Newark WIC Program found that 18.2% of children under age 2 were overweight, higher than both the national average of 13.6% and state average of 16.8%. Similarly, 20.8% of children over age 2 were found to be overweight.
When grocery stores and other fresh-food retailers, such as farmers’ markets, are present, they have a direct impact on residents’ patterns of consumption: a 2002 study found that black Americans’ fruit and vegetable intake increased by 32% for each additional supermarket in the census tract. Farmers’ markets have an even more dramatic effect: another study found that women who had access to farmers’ markets consumed more fruits and vegetables than women who had access only to supermarkets.
BCDC anticipates launching the Fresh Foods Program Farm Stand Initiative in the spring of 2009.
On April 24, 2008 a $19 million landmark award was announced that will strengthen Newark public charter schools. The award comprises grants from seven funders including four national family foundations -- the Bill & Melinda Gates Foundation, Doris & Donald Fisher Fund, Robertson Foundation, and The Walton Foundation -- and three New Jersey funders -- the MCJ and Amelior Foundations, Prudential Foundation, and Victoria Foundation.
The national funders have pledged $4 million each and the New Jersey foundations have earmarked $1 million each toward the initiative. “We welcome these generous national foundations to Newark, and we are grateful for the new investment from three of the city’s longstanding philanthropic partners,” Mayor Cory Booker said.
The $19 million is part of a larger $25 million campaign to help expand and strengthen the capacity of Newark’s charter schools. For further information, visit the website of the newly established Newark Charter School Fund.
Grantmakers Convene Around Prisoner Reentry
A group of 30 grantmakers and Newark officials gathered on April 28 at the offices of the Charles Edison Fund to get a close-up look at the City’s strategies to address the growing issue of prisoner reentry, one of Mayor Booker’s key priorities. Newark faces an influx of 1,500-2,000 men and women every year returning from incarceration. At the same time, 15,000–20,000 individuals are currently on probation or parole in Essex County, the majority in Newark.
Funders seeking to positively impact the city and its residents have a vested interest in helping to improve prospects for the rising number of incarcerated persons returning home. The challenges are complex and intertwined with issues of public safety, job creation and job-readiness, family reunification and fatherhood, access to housing and addiction services, and vigilant case management.
Cornell Brooks, executive director of the New Jersey Institute of Social Justice, gave an overview of the barriers which prevent ex-prisoners from successfully reentering society. Among the most burdensome hurdles are prohibitions on conditional driver’s licenses and inflexible fine payment plans. Such measures effectively close the doors to viable employment options upon release. Another barrier is the effect of exorbitant surcharges on collect telephone calls from prison. The high charges contribute to the erosion of family ties during incarceration, thereby reducing successful family reunification post-release.
Richard Greenwald, an executive on loan to the City from the Manhattan Institute, cited the importance of creating transitional jobs immediately upon release as a proven means of reducing recidivism. Wanda Moore, Director of the Prisoner Reentry, explained the need to mobilize and organize multiple nonprofit and government partners to better serve ex-prisoners. She described “Opportunity Reconnect,” a one-stop center operated by the City, which is helping link ex-prisoners to case managers, job services, and myriad agencies. Performance measures and data-communications systems are in the development stage to help the City assess and evaluate its effectiveness at helping individuals successfully return to the community and their families.
The Lumina Foundation has announced a second cohort of communities - including Newark, NJ - to participate in an initiative to increase the number of local residents who hold postsecondary credentials. The partnership with Lumina will provide support and technical assistance for a new consortium, the Newark City of Learning Collaborative (NCLC), which has set as its goal that 25% of Newark residents will have high quality college degrees and credentials by 2025. In 2011, local funders discovered a dearth of philanthropic investments in college access and success. "We recognized that, even among the Newark students who were getting into college, there were huge dropout rates before students completed their first year" said Jeremy Johnson, Newark Philanthropic Liaison and Co-chair of the Newark City of Learning Collaborative. "Lumina's support of the Collaborative will help us figure out the barriers, address interventions, and build a robust collective of partners to share data, measure success, and provide feedback for mid-course corrections along the way," said Dale Anglin, Victoria Foundation Program Officer and also Co-chair of the Newark City of Learning Collaborative. Newark funders working through the Newark Philanthropic Liaison initiative have been instrumental in moving the NCLC forward.

The City of Newark and Newark Philanthropic Liaison are working closely with several consortia of nonprofits to address some of the City’s most critical challenges. Grantmakers with an interest in Newark are connecting with these groups to better understand issues, interact with organizational leaders, and find ways to leverage philanthropy across a range of needs.
The coalitions often have ambitious agendas that focus on reviewing and changing policy on local, statewide and national levels. They offer a platform to share information and create strong cases for increased investment from both public and private sources. Below is an overview of just three of these groups. Through their convenings, they provide a powerful opportunity for Newark-related nonprofits and grantmakers to mobilize to improve the fortunes of the State’s largest City.
Opportunity Reconnect
Mayor Cory Booker has made public safety the leading priority of his administration. Success will come only through lowered recidivism, better management, and increased job opportunities and support for persons returning from prison. The Opportunity Reconnect (OR) consortia meets weekly at Essex County College, the site of OR’s comprehensive one-stop center that offers ex-prisoners an array of services from dozens of organizations and agencies.
OR’s strength lies in its ability to create partnerships and memorandums of understanding among for-profit government contractors, community-based groups and government agencies. The shared protocols are having a profound effect on the City’s ability to provide efficient and effective services for thousands of returning inmates each month. The agreements are enabling the City to respond to RFPs from both private and federal sources to strengthen the capacity of OR and its effect on public safety. The City welcomes participation of grantmakers to further leverage the strength of these proposals and maximize OR’s continued growth.
Interagency Collaboration for Addiction Treatment
This informal collaborative of nonprofits, faith-based groups, government agencies, and funding partners meets regularly at Integrity House, a long-term residential and outpatient treatment program. Integrity House is the lead agency for the United Way’s Bridge to Recovery, a consortium effort of over 200 agencies dedicated to helping those with addiction problems.
Among ICAT’s goals is the creation of a central Newark facility to handle all intake, referral and screening of individuals in need of detox. The group is also seeking to link and combine databases among agencies for better support of clients, who often include the homeless and ex-prisoners. A number of legislative barriers prevent some persons from receiving aid to cover costs of addiction treatment. These persons often end up in hospital emergency rooms or under the jurisdiction of law enforcement. ICAT is looking at ways to advocate for policy changes that would provide the additional preventive-care funding to remedy these situations.
Green Future Summit Working Groups
Mayor Booker has called for the City to become a leader in urban sustainability by implementing economic and environmental strategies that will make Newark a safer, wealthier, and healthier place for its children and families. Under the auspices of Apollo Alliance, a national organization, a team of allies is developing an agenda and recruiting participants for the “Green Future Summit” in Newark on September 11-12. Pre-summit planning sessions have involved a coalition of businesses, government leaders, environmental groups, community-based organizations and grantmakers.
The coalition has divided into working groups focused on three areas: green buildings, green space, and green economic development/jobs. The working groups are now drafting roadmaps and defining concrete, measurable goals and strategies for each issue area (e.g. "retrofit 100 homes"). They are also securing commitments from stakeholders on how they will work to meet these goals.
The groups communicate through listservs and periodic check-in calls as they shape the Summit agenda, recruit speakers, and build the relationships necessary to carry their work forward to develop a roadmap for the City. Members of the CNJG are playing an active role in the Summit and additional partners are welcome.
CNJG members can gather a wealth of information by tapping into the resources of Newark’s collaborative groups. Additional consortia have been formed to address the foreclosure crisis, homelessness, newly-formed Family Success Centers, and other areas.

Mayor Baraka talked about new interventions for youth at risk and targeting crime in hot spots in the city. He said increased “literacy” would help get to the core of many of Newark’s problems. During the questions and answer period, the Mayor elaborated on his proposed response to the budget, the arts, downtown development, prisoner reentry, early childhood education and the city’s relation to Newark Public Schools. He thanked grantmakers for their contributions to “The Blueprint for a New Newark,” a document of transition recommendations.
The Newark Funders Group is an affinity group of CNJG and meets quarterly. The group’s activities include an active Education Subcommittee, Early Learners Funders Group, and College Access and Success committee.

In the December issue of Governing magazine, a national trade publication, a featured article “But what did Cory Booker actually accomplish in Newark?” cites the Council of New Jersey Grantmakers and Jeremy Johnson, the Newark Philanthropic Liaison, in connection with the public-private partnership to establish the Newark Office of Reentry. Among the highlights, the article reports ‘Booker’s strategy for seeking help took many forms. It wasn’t just about selling the city to businesses. It also meant leveraging financial support from the philanthropic sector. To do so, the city hired a philanthropy liaison, Jeremy Johnson, whose position is paid for by an outside funder, the Council of New Jersey Grantmakers.
Newark is one of the only places in the country to designate someone on staff with the explicit role of engaging foundations for the funding of public projects. “You really need the leader of your city to believe that philanthropy can help and can work in tandem with government,” Johnson says.’ Newark Funders continue to be committed these goals, meeting with Newark mayoral candidates in December to discuss their ongoing efforts and the role of the Newark Philanthropic Liaison.
After careful consideration, the CNJG Leadership and Policy Committee recommended the Council’s Board of Trustees should adopt the following formal position:
The Council of New Jersey Grantmakers supports simplification of the private foundation excise tax on net investment income to a flat rate.
The Committee believes a flat rate would remove uncertainty and simplify the process. A flat rate could also potentially encourage grantmakers to give more. The Committee stressed that the issue is not to necessarily lower the tax burden on private foundations, but to simplify the process. Therefore, the Committee did not endorse a “specific” rate such as the 1% rate, but simply recommended endorsing a “flat rate.” The Board agree and adopted the formal position at the October 23rd Board meeting.
