The rising cost of housing, a limitation on supply of affordable housing stock, and economic shocks and disruptions have led to an increase in homelessness across the United States. Over this time period, the City of Newark has made strides in fostering collaborative and innovative approaches to housing the unhoused. In December, the City released a strategic plan to end chronic homelessness, the first plan of its kind in some time. Specifically, its vision states that “Newark will strive to end chronic homelessness for all individuals over the next three years through collaboration, prevention, and housing.” The vision goes on to state that when it [homelessness] cannot be prevented, it will be a rare, brief, and nonrecurring experience.”

This advocacy and civic engagement toolkit is designed for community and public foundations that want to educate and encourage their grantees about getting involved in civic and policy activities to increase organizational capacity and impact. While its primary focus is on the grantmaking activity of these foundations, the toolkit also addresses rules and guidance for policy involvement by foundation officials acting on behalf of their foundations.
This advocacy and civic engagement toolkit is designed for private foundations that want to educate and encourage their grantees about getting involved in civic and policy activities to increase organizational capacity and impact. While its primary focus is on the grantmaking activity of foundations, the toolkit also addresses rules and guidance for policy involvement by foundation officials acting on behalf of their foundations.
This tool for unstaffed foundations includes an accountability self-assessment and a legal checklist. It is divided into nine topic sections, each of which is divided into three levels, which can help foundations tailor the tool to meet their specific interests and needs. Also included are an Excel spreadsheet to help tabulate responses, an extensive accountability resource list, and a glossary of key words and concepts used in the tool.

For this suite of resources, GrantCraft captured the wisdom of philanthropic leaders who have participated in multi-party advocacy collaboratives and conducted a literature scan of how foundations talk about advocacy-focused collaborative work. Drawing on additional themes and ideas explored in earlier GrantCraft pieces about funding advocacy and donor collaboratives, they synthesized new information to dig deeper and understand the pain points and levers of success. Examples have been anonymized to ensure candor and clarity, as well as to broaden the appeal and applicability of wisdom derived from a specific collaborative example. The bite-sized articles are intended to make this work easy to reference and share, and to read either as a full body of work or in shorter spurts as is helpful and relevant to your work.
Our Report to the Field for 2024 showcases an array of examples of public private partnerships launched in Newark with the collaboration of multiple partners. The Liaison led efforts to secure new funds for innovative solutions to homelessness, new approaches to economic security, increased access to programs for residents, and enhanced equity and access in our educational system. The Newark funding community took advantage of our Newark Funder Affinity Group meetings to structure an exciting new program to support Newark nonprofits through the lens of trust-based philanthropy. We remain fortunate to work in an environment of collaboration and alignment in Newark.
