A CNJG corporate member asked for help with the scenario in which a corporate policy of not supporting religious organizations in their grantmaking, causes problems helping during a disaster in an urban or rural area, when the program that is delivering the disaster relief is based within a church. They want to work with those programs (a church serves as the program’s fiscal sponsor) who support efforts for hunger, homelessness, substance abuse recovery, racial equity, etc. as long as they do not discriminate and do no limit it to their own congregations. The request for policy samples to work around this religious organization hurdle as long as there is no discrimination or funding the actual church’s worship, was compelled by CNJG staff and is listed here.

The COVID-19 public health and economic crisis has changed our world as we know it. As employers moved to remote work, schools shifted to distance learning, and businesses closed completely, it became clear that the impact on residents, nonprofits, and businesses was far greater than anyone could have ever imagined.
In response to the growing and evolving needs of our region, the Greater Washington Community Foundation established the COVID-19 Emergency Response Fund to raise and rapidly deploy funding to local nonprofits providing food, shelter, educational supports, and other critical services.
From the beginning our goal was clear: to address the immediate needs and reach adversely affected communities, particularly low-income households and communities of color. We know all too well that in a crisis like this, these marginalized communities are hit the hardest, and often take the longest to recover.
In times of crises, The Community Foundation is our region’s philanthropic first responder, bringing together individuals and families, philanthropic peers, corporate partners, and local government advisors to address community issues. Building on our rich history of emergency response work, we grounded our COVID-19 response efforts in a similar coordinated approach.
This report chronicles the steps taken, under immense pressure, to develop a coordinated emergency response effort to support a broad range of needs across the region. Once again this effort has demonstrated that working in partnership and close collaboration with our philanthropic peers and local government advisors is an effective way to manage a response to both urgent and longer-term needs.

For 20 years, The Nicholson Foundation worked to advance meaningful change in safety net service systems in New Jersey. Its grantmaking journey is described in Changing Systems, Changing Lives: Reflecting on 20 Years. Through stories and related text, the book showed how a small family foundation could take six guiding themes and put them into action through grants and partner support. In the process, the Foundation collaborated to spur real systems change that benefitted individuals, families, and communities. A recent scholarly paper built on that work, helping to make the Foundation’s approach broadly accessible to researchers, academics, and philanthropists. “A Framework for Creating Systems Change,” by Drs. William Brown and Wynn Rosser published in The Foundation Review, presents a new model for systems change. Five of the model’s seven components reflect themes in Changing Systems, Changing Lives. The sixth component slightly shifts the emphasis of the Foundation’s “Engaging with Government” theme, and the seventh highlights the Foundation’s overall approach by including performance measurement as a distinct and separate component of the model.

Strengthening nonprofit organizations is not just a nice-to-have but an essential part of our work as grantmakers to ensure that nonprofits have the resources they need to address today’s most pressing social concerns. Indeed, the vast majority of staffed foundations — 86 percent — do just that, invest in organizational strengthening in areas such as leadership, fundraising, evaluation, communications and technology.
While capacity building is a critical part of our work, traditional models of capacity building tend not to account for culture, systems and power in their design, too often “rendering them inadequate for communities of color.” The limitations of models that do not consider dynamics of power and issues of equity have never been more apparent than they are now. At the time of this writing, we are navigating a deadly global pandemic and bearing witness to massive protests for racial justice, both of which are bringing renewed attention to the deep and persistent racial inequities that exist in society writ large, including within philanthropic institutions.
In the midst of these seismic societal shifts, our field is taking stock of how we as individuals and institutions are participating in systems that perpetuate inequity, engaging in deep dialogue and reflection on how we can do better, and adopting more equitable and transformative philanthropic practices. And although we must make changes across the breadth of our institutions to become more equitable, capacity building is a particularly powerful case study of how racial inequities show up in our practices and how we can take intentional steps to mitigate those inequities.
TD Charitable Foundation, the charitable giving arm of TD Bank, America's Most Convenient Bank®, awarded 32 local organizations from Maine to Florida nearly $5 million through its 15th Annual Housing for Everyone grant competition. The Housing for Everyone program has awarded more than $32 million in grants to over 500 community organizations since 2005.
The 2020 competition focused on supporting organizations that provide direct rent relief and supportive services to individuals hit hardest by the pandemic. To commemorate the 15th anniversary of Housing for Everyone, the TD Charitable Foundation increased the total amount of grants to be awarded by 30%, from $3.75 million to $4.9 million. Grants ranging from $125,000 - $250,000 were awarded to organizations working to help COVID-impacted households remain in safe, affordable rental units.
"The economic instability created by the pandemic has exacerbated the challenges faced by many renters, a large percentage of whom have experienced job loss and lack healthcare insurance," said Paige Carlson-Heim, Director of the TD Charitable Foundation. "It's estimated that up to 34 million people who rent are at risk of losing their homes when eviction moratoriums and other renter protections expire. The TD Charitable Foundation is proud to support this year's Housing for Everyone grant recipients as they play a key role in helping to combat this statistic in their local communities."
Strengthening its ongoing commitment to addressing the financial impacts of the COVID-19 pandemic while advancing its core mission to raise awareness of the state’s unique and diverse historical legacy, the New Jersey Historical Commission (NJHC) has approved approximately $4.9 million in Fiscal Year 2022 (FY 22) grant funding to over 100 historical organizations, museums, historic sites, archives, libraries, individuals, and county re-grant agencies across the state.
The $4.9 million in FY 22 funding will support the New Jersey Historical Commission’s General Operating Support (GOS) program, which covers an array of operational expenses for qualified history organizations; Projects and Co-Sponsored Projects, which includes New Jersey-based historical research, exhibits, programs, and archival work; and the County History Partnership Program (CHPP), which provides all 21 counties with funding for local history groups statewide. FY 22 funding will also be dedicated to planning, coordinating, and implementing initiatives to promote best practices in diversity, equity, and inclusion ahead of the NJHC’s new, three-year funding cycle in FY 2023.
“This marks another chapter in the Department of State’s continuing efforts to aid New Jersey’s history community in navigating the unprecedented financial challenges brought about by the pandemic,” noted Secretary of State Tahesha Way. “Funding for history organizations has increased considerably over the past two years, support that will not only secure the future of essential jobs, civics education, and programming across diverse disciplines, but serve to maximize the sector’s growth in the years to come.”
More than 20 years ago, the Garden State’s philanthropic community began meeting informally to discuss issues of importance to grantmakers. In the late 1980s, fueled by the observation that philanthropy is more effective when grantmakers have a forum to communicate, exchange information, and take part in continuing education, CNJG was born.
By 1998, CNJG was an independent 501(c)(3) organization with a full-time executive director and approximately 80 members. In the years since, membership has grown to include more than 130 foundations, corporate giving programs, government and other public grantmaking organizations. Informal gatherings of likeminded individuals and organizations have been replaced by robust, highly valued seminars, convenings, workshops and conferences.
Extending Philanthropy's Contribution
Over the years, CNJG also actively engaged in a number of landmark initiatives including commissioning the first study of giving in the Garden State, NJ Gives, the first study of nonprofit health insurance provider conversions to for profit corporations, New Jersey Together (a major funder collaborative centered on youth development), a landmark effort looking at the systemic, long term fiscal challenges facing all levels of government in New Jersey entitled Facing Our Future, the creation of the Community Foundation of South Jersey, and creation of the Newark Philanthropic Liaison position within our state’s largest city administration.

In New Jersey, an estimated 762,530 people are facing hunger, according to Feeding America. As the pandemic continues, hunger relief organizations in New Jersey and across the country are facing ongoing challenges such as increased demand for their services and rising food prices.
To that end, Bank of America announced a $700,000 investment to Community FoodBank of New Jersey, Fulfill and Trenton Area Soup Kitchen to address food insecurity in the region. The investment is expected to provide approximately 1.75 million meals.
Earlier this year, Bank of America announced it would make a $100 donation to local hunger relief organizations and food banks for each employee in New Jersey who received a COVID-19 booster shot or vaccine and notified the bank before the end of January.
The company made an additional contribution to address the increased need experienced by hunger relief organizations across the country. Since the onset of the pandemic, Bank of America has provided $2.29 million in funding to Community FoodBank of New Jersey, Fulfill and TASK in support of local hunger relief efforts.
“As the pandemic continues to impact our New Jersey communities, food banks and hunger relief organizations are experiencing increased demand and higher costs to meet the needs of individuals and families,” said Alberto Garofalo, president, Bank of America New Jersey. “Our commitment to help strengthen the communities we live in and serve is unwavering, which is why we are investing in the health, safety and well-being of our teammates, while also providing funds to help our longtime nonprofit partners that are tirelessly working to fight food insecurity and ensure each of our neighbors has access to a meal.”
TD Charitable Foundation on Monday said it awarded a total of $7 million to 37 nonprofits across the bank’s footprint through the 17th annual Housing for Everyone grant program.
According to the charitable giving arm of Cherry Hill-based TD Bank, “America’s Most Convenient Bank,” grants ranging from $150,000 to $250,000 will support organizations that work to deliver rental assistance, rehabilitate affordable rental housing properties and build organizational capacity to address resident sustainability for the long-term.
As individuals and families across the country struggle with inflation and an exponential rise in rental costs, affordable housing providers face increased hardship, given the growing demand for affordable rental units and emergency rental assistance.
“The affordable housing crisis continues to burden the most vulnerable members of our communities and the organizations committed to supporting them,” Paige Carlson-Heim, director of the TD Charitable Foundation, said. “At TD, we’re committed to doing our part to help create a more sustainable and inclusive future for everyone, and that includes providing access to safe, affordable homes. This year’s grant recipients are mission-critical to that work, and the TD Charitable Foundation is proud to support them in their efforts to create a positive impact and a pathway to housing stability in the communities we serve.”
The rising cost of housing, a limitation on supply of affordable housing stock, and economic shocks and disruptions have led to an increase in homelessness across the United States. Over this time period, the City of Newark has made strides in fostering collaborative and innovative approaches to housing the unhoused. In December, the City released a strategic plan to end chronic homelessness, the first plan of its kind in some time. Specifically, its vision states that “Newark will strive to end chronic homelessness for all individuals over the next three years through collaboration, prevention, and housing.” The vision goes on to state that when it [homelessness] cannot be prevented, it will be a rare, brief, and nonrecurring experience.”

The program supports community-based projects that foster neighborhood stability and growth by providing grants to residents and organizations in Newark.
On May 21, Prudential Financial announced the recipients of the second annual Prudential Community Grants Program during a ceremony at Prudential’s headquarters in Newark, New Jersey.
The program, launched in 2023, was created to support neighborhood-based solutions that foster community vitality through grants to residents and organizations in Newark. Among this year’s recipients are a variety of inspiring projects supporting community health and wellness, arts, education, beautification and development.
“Through the Community Grants program, Prudential is proud to continue our support of the residents and projects that are driving growth and quality of life in our hometown city,” said Lata Reddy, senior vice president of Inclusive Solutions at Prudential Financial and chair of The Prudential Foundation. “Thriving neighborhoods are the heartbeat of a strong city, and we designed this program to directly support residents as they work to solve challenges in their community. We look forward to seeing the positive impact this next group of grantees has across all five wards of Newark.”
With a $300,000 grant to the Community Foundation of New Jersey, Prudential will support neighborhood-based solutions that increase community vitality. The program received 400 applications this year, up from 225 applications in 2023 (a 78% increase), from a combination of individuals, 501(c)(3) organizations, and small business owners. Of the 66 community-based projects chosen, 19 are repeat recipients.
2023 marked the largest single-year increase in the number of people forcibly displaced worldwide with more than 110 million individuals forced to leave their homes due to persecution, conflict, or human rights violations. Violence has displaced people from Afghanistan, the Democratic Republic of the Congo, Gaza, Iraq, Myanmar, South Sudan, Sudan, Syria, Ukraine, and beyond. Political turmoil and economic instability have forced millions to flee Venezuela and elsewhere. Climate change has been amplifying extreme weather disasters and exacerbating regional conflicts, and the combined effects are estimated to displace nearly 2.5 billion people by 2050.
What do funders need to better understand about the global forces and systems that lead to forced displacement? How are groups responding to these global forces in a liberatory, intersectional, and transnational way? Frontline leaders and movements are, among other things, providing legal assistance and engaging in popular education. COVID-19 disproportionately threatens the physical, financial, and emotional health of people with disabilities. Individuals with pre-existing health issues are at greater risk of contracting the coronavirus, many in the disability community still lack access to healthcare, and -- according to the National Trends in Disability report from the Kessler Foundation and University of New Hampshire’s Institute on Disability -- nearly one million working-age people with disabilities lost their jobs.

The New Jersey Historical Commission board has approved $5.2 million in Fiscal Year 2026 (FY 26) grant funding benefitting 93 historical organizations, museums, historic sites, archives, libraries, individuals, and county re-grant agencies across the state.
The $5.2 million in FY 26 funding will support the New Jersey Historical Commission’s General Operating Support (GOS) program, which covers an array of operational expenses for qualified history organizations; Projects and Co-Sponsored Projects, which includes New Jersey-based historical research, exhibits, programs, and archival work; and the County History Partnership Program (CHPP), which provides all 21 counties with funding for local history groups statewide.
The funding for FY 26 takes on even greater importance as the state’s history community plans and prepares programming for the upcoming America 250th commemoration in 2026.
“From promoting civic engagement, expanding economic vitality, and broadening the knowledge of the state’s exceptional cultural resources, this funding strengthens that commitment by providing critical support to advance awareness of New Jersey’s past,” noted Lt. Governor Tahesha Way, who oversees the NJHC in her role as Secretary of State. “The result will be a strong, inclusive, and proactive history community ready to maximize its programmatic impacts for the 250th in 2026.”
