As New Jersey enters its 9th week of sheltering in place and the close of businesses deemed non-essential, we have already seen the impact of policy decisions and the immense and growing need in our communities. The sheer number of people stricken with COVID-19, heartbreak of families and loved ones as they respond, widespread unemployment, difficulty accessing services, a lack of resources for immigrant and undocumented populations, financial uncertainty of nonprofits and small businesses, and a steep decline in physical and mental health, are some of the devastating challenges facing our country and state at this time.
Named to Gov. Murphy’s Restart and Recovery Advisory Council, Brandon McKoy, President of New Jersey Policy Perspective (NJPP) will present an overview of federal and state policy implemented in response to the COVID-19 crisis, with a special focus on how these policies impact nonprofits, vulnerable communities, and the state budget. A new NJPP report cautions, “Without proper funding, state government cannot fully serve the needs of the public, especially during a time of crisis when the demand for services is at an all-time high.” Brandon will share challenges in implementing these policies, policy recommendations to strengthen New Jersey’s response and recovery to the pandemic, and proposed systems change beyond resilience.

Impact100 South Jersey awarded $211,000 in grants to three South Jersey nonprofits at our Annual Meeting on June 21, 2023 at Adventure Aquarium in Camden, NJ.
A $100,000 core mission grant was awarded to the Heart of Camden. The grant will be used to expand programming and services provided by their Bridge Builders Project at the Michael J. Doyle Fieldhouse. The goal is to build on ten years of success at the MJD Fieldhouse by maximizing capacity to improve the lives of women, children, and families living in low-to-moderate income households in the Waterfront South neighborhood, South Camden, and the City of Camden as a whole.
The Bridge Builders Project is a unique initiative that aim to connect critical services to residents, young people, women, women with children and families. The project will serve as a bridge to connect outside volunteers and supporters, educating them about the city and building stronger connections with the community.
Big Brothers Big Sisters of Cumberland & Salem Counties and Habitat for Humanity of Camden County each received a $55,500k general operating grant.
Since launching in 2017, Impact100 South Jersey has awarded $1,035,365 to 15 South Jersey nonprofits. It is one of more than sixty-five chapters in four countries that, combined, have awarded over $123 million in grants to nonprofits in their local communities since 2008.
“The Impact100 model is simple — each member contributes $1,000 toward large, transformative grants for nonprofits in Burlington, Camden, Gloucester, and Cumberland Counites. When our chapter started in 2017 with a few women around a kitchen table, we never imagined the moment we could say we had awarded over $1 million. We owe our success to each of our members — past and present,” said Kyle Ruffin, President of the Impact100 South Jersey Chapter.
The New Jersey Historic Trust and the New Jersey State Council on the Arts today announced the FY23 Capital Arts – Historic Locations grant award recipients. This grant opportunity prioritized project proposals that will be used to halt and remediate the physical deterioration of historic locations. There were 13 grants awarded totaling more than $2.6 million, with a maximum award of $250,000.
The FY23 Capital Arts - Historic Locations grant program is presented through a new partnership between the New Jersey State Council on the Arts (Arts Council), a division of the New Jersey Department of State, and the New Jersey Historic Trust (the Trust), affiliated with the Department of Community Affairs. The grant program is designed to assist New Jersey’s nonprofit arts organizations that are operating within buildings that are listed or eligible for listing in the New Jersey Register of Historic Places. Funds may be used for construction expenses related to the preservation, restoration, repair, and expansion to improve or enhance the facility. Grant funding is provided by the Arts Council and reviewed and administered by the Trust.
"Keeping history alive through preservation is key to building generational awareness and providing educational and recreational opportunities," said Lt. Governor Sheila Oliver, who serves as DCA Commissioner. "We are pleased that the New Jersey State Council on the Arts and the New Jersey Historic Trust are combining resources to preserve historic properties, which play a key role in increasing tourism and economic development at both the local and state level."

In this webinar presented by Grantmakers Concerned with Immigrants and Refugees, funders will learn from experts on the ground about their efforts to champion universal representation and how philanthropy can resource and support their work.
Universal Representation–as a principle and policy objective–ensures that every person, regardless of immigration status, has access to due process. Having access to legal representation makes a sizeable difference in an individual’s case. For example, asylum seekers are five times more likely to win their case for asylum if they have legal counsel. Yet there continue to be systemic inequities, with upwards of 70% of immigration cases lacking legal representation.
Not having an attorney has also been shown to have significant negative effects on the health and well-being of immigrants and their families. Areas of impact can include loss of income, degradation of mental health, and loss of access to medical care. Although having legal representation does not guarantee the outcome of a case, it can reduce harm and ensure that the dignity of individuals is protected.
Across the nation, organizations at the local and state levels are using a variety of tools and approaches to advance the goal of universal representation. In this webinar, funders will learn from experts on the ground about their efforts to champion universal representation and how philanthropy can resource and support their work.

Grantmakers Concerned with Immigrants and Refugees (GCIR) is presenting a timely program in response to the 2024 Election. In a year in which immigrants have been openly and regularly denigrated for cynical partisan purposes, the 2024 election has immigrants and their families understandably worried. The rising threat of authoritarianism and white nationalism – and the attendant political violence, hate crimes and regressive policies – have compelled community leaders to plan for their futures under any election scenario. Down-ballot races will also have a significant influence on the opportunities and threats that emerge at all levels of government.
Join GCIR, movement organizations, and funders for a post-election debrief and discussion about these new realities, what strategies are already being put into play, and how philanthropy can align its grantmaking to support those efforts while keeping an eye on the long game of building a multiracial and inclusive democracy.

In their 2017 book The New Localism, Bruce Katz and Jeremy Nowak make the case that we're at the beginning of a new era: one in which cities and counties must take the lead on new strategies to address pressing social and economic challenges.
But if they hope to be successful, city leaders cannot take on this burden alone: they need to unleash the collective power of their communities. The good news is that a growing number of cities are finding that supporting communities in small ways — for instance, with microgrants — can deliver outsized impact.
Consider the case of the Denver Foundation, which has kept its Strengthening Neighborhoods initiative going for nearly two decades. The initiative provides grants ranging from $100 to $5,000 to fund community-driven solutions that take advantage of the skills and resources already present in a community. Similarly, the Greater Tacoma Community Foundation's Spark Grants program relies on a grassroots leadership model to bring diverse groups together to strengthen local neighborhoods.
The power of small grants to drive change has not been lost on city leaders, many of whom are embracing the potential of micro-philanthropy — and pairing it with a citizen-led ecosystem that supports the effective implementation of those grants. In Newark, we've taken these lessons to heart and are eager to share some of what we've learned about how small grants can help lay a foundation for improved social and economic mobility.
Grantmakers Concerned with Immigrants and Refugees (GCIR) presents an opportunity for funders to gain insights into their early thinking on potential movement strategies and needs post national elections.
Elections are an essential expression of our democracy, and movement organizations play a crucial role in that democratic exercise by mobilizing their communities to have their voices heard at the ballot box. For funders, the All by April campaign was a clear call to action, highlighting the necessity of early and flexible support to allow these frontline organizations to kick their operations into high gear. However, the work for philanthropy is not over. In addition to resourcing civic engagement efforts in the run-up to elections, fudners must also stand ready to strategically deploy resources in response to what comes once the elections are over.
From the risk of increasingly harsh enforcement policies at the federal level to openings to push for more inclusive policies at the state and local levels, immigrant justice groups have been carefully considering the threats and opportunities associated with a variety of congressional and presidential election outcome scenarios. In this webinar, funders will gain insights into their early thinking on potential movement strategies and needs.
This session represents one of several spaces GCIR and our allies will be holding for philanthropy to prepare and respond to the upcoming elections, with additional opportunities and post-election strategy sessions.

More than a decade ago, the Council of New Jersey Grantmakers and Philanthropy New York spearheaded a project to develop common application and report forms to help streamline the grant application process and ease the often time-consuming grant preparation process.
This application is a four-page form, which includes directions for use, a sample cover sheet, and the common grant proposal guidelines.
The separate Common Report Form follows closely the format of the New York/New Jersey Area Common Application Form.
Information for Grantmakers:
One of the core values at the Trust-Based Philanthropy Project (with whom CNJG partnered on a trust-based grantmaking learning series in the summer of 2021 – read about Part 1, Part 2, and Part 3) encourages funders to streamline their requirements for paperwork from nonprofits. Accepting the NY/NJ Area Common Grant Report Form is one way. Another is to accept reports from nonprofits that they submitted to a different funder.
Recent articles from Vu Le at NonprofitAF.com (We need to have a serious talk about character limits on grant applications and Trust-based grantmaking: What it is and why it’s critical to our sector), Joan Garry in the Chronicle of Philanthropy (A Plea from Community Nonprofits for Investment Equity and less Bureaucracy), and the research project by the Technology Association of Grantmakers (Grant Applications Share 39% Similarity According to New Research by TAG) in the summer of 2021 have re-focused attention on the concept of a common grant application.
CNJG encourages our members to review the application and report form, and consider accepting these forms (or using these questions on your online application / report form) from your current or potential grantees.

I hope you had a chance to pause and find moments of celebration and peace over the Fourth of July holiday with family and friends.
July 4 was also the day that President Trump signed the One Big Beautiful Bill, a massive tax and spending package. The legislation includes a permanent universal charitable deduction ($1,000/$2,000) empowering all Americans to give, and removal of the foundation excise tax increase, protecting billions of dollars in investments for communities. Among its many devasting provisions, it cuts “$1 trillion from the federal Medicaid program, with over 360,000 in New Jersey potentially losing coverage. Almost $300 billion in cuts are also planned for the Supplemental Nutrition Assistance Program (SNAP), impacting some 800,000 state residents enrolled in that program,” (New Jersey Spotlight). Ultimately these cuts will impact state budgets, including in our own state.
United Philanthropy Forum makes clear in their statement following the Senate passage, that cuts to Medicaid, SNAP, and other vital safety net programs will significantly harm communities and people that the social sector – philanthropy and nonprofits – work to empower and elevate. The letter goes on to state:
The irony is cruel: Congress has expanded incentives for charitable giving while simultaneously creating conditions that will dramatically increase the need for charitable services. Philanthropy cannot fill the massive gaps these cuts will create.
In the face of such challenges, the need for robust civic engagement has never been more urgent. Civic engagement is the bedrock of a healthy democracy – it's the process of empowering individuals to be active participants in building and strengthening our communities and ensuring all voices are heard. It encompasses everything from direct interactions with government to the vital work of voluntary associations. It is precisely in times like these that our collective participation, our shared insights, and our collaborative action become most critical.
It was with this understanding that we convened the CNJG 2025 Conference for the Social Sector — Stronger Together: Philanthropy & Civic Engagement on Wednesday, June 18th. The conference brought together more than 350 funders, nonprofit leaders, and changemakers for a discussion on how philanthropy and nonprofits can work together to address and increase civic engagement. We explored key areas like local news, participatory budgeting, guaranteed income, and public-private partnerships just to mention a few. The energy in the room was palpable, reflecting a shared commitment to finding solutions and building a more equitable
New Jersey.
Many attendees participated in the New Jersey Council for the Humanities’ Democracy Conversation Program, during the opening session and throughout the day, sharing their perspectives on democracy. Newark to Offer Affordable, Healthier Food Options for Residents
Through the office of the Newark Philanthropic Liaison, CNJG recently had the opportunity to convene a group of funders with the Brick City Development Corporation (BCDC), a nonprofit that is working with the City of Newark to improve access to fresh, affordable foods for Newark residents.
BCDC's Fresh Foods Program Farm Stand Initiative will link New Jersey farmers with 11 Family Success Centers located at public housing developments and nonprofit agencies. Operated by BCDC, the initiative will expand Newarkers’ access to fruits and vegetables, increase use of WIC Farmers’ Market Vouchers and Food Stamps, and educate residents about the benefits of nutrition and physical activity.
Newark’s 283,000 residents currently have little access to nutritious, affordable fresh fruits and vegetables. Only three full-size supermarkets operate in the city, and Newark residents report a scarcity in supermarkets stocked with nutritious food products. The South and West Wards, the city’s most underserved neighborhoods, are not served by full-sized supermarkets or farmers’ markets.
Lack of fresh foods access is linked to troubling statistics for individuals of color and low-income individuals. A multi-state study found that wealthy neighborhoods have over three times as many supermarkets as low-wealth neighborhoods, and predominantly white neighborhoods have four times as many supermarkets as predominantly black neighborhoods. Nationwide about 44% of Latino and 40% of African American youth are overweight, and obesity rates are three times above average in low-income districts. The State of New Jersey has the highest rate of obesity in 2-5 year old children in the country, and about 56% of its residents are at risk for obesity-related illness. In 2004 the City of Newark WIC Program found that 18.2% of children under age 2 were overweight, higher than both the national average of 13.6% and state average of 16.8%. Similarly, 20.8% of children over age 2 were found to be overweight.
When grocery stores and other fresh-food retailers, such as farmers’ markets, are present, they have a direct impact on residents’ patterns of consumption: a 2002 study found that black Americans’ fruit and vegetable intake increased by 32% for each additional supermarket in the census tract. Farmers’ markets have an even more dramatic effect: another study found that women who had access to farmers’ markets consumed more fruits and vegetables than women who had access only to supermarkets.
BCDC anticipates launching the Fresh Foods Program Farm Stand Initiative in the spring of 2009.
Philanthropists are increasingly willing to support direct cash assistance. Foundations and individual donors have supported a range of emergency cash relief for various crises throughout the years, and the response to the COVID-19 pandemic in the greater Washington, DC, Maryland, and Virginia region has been no exception. Private philanthropy is also working with the current wave of government-sponsored cash assistance pilots. This virtual convening highlighted Urban’s findings on philanthropic support and gathered speakers including Kevin Callaghan, our Newark Philanthropic Liaison, to reflect on the implications and future of philanthropic efforts aimed at transferring cash directly to individuals.

At the October Grantmakers for Education Annual Conference in Washington, D.C., the Newark Funders Education Committee presented a workshop called “How Not to Read the Prize” to a standing-room-only audience of national, regional, and local foundations.
They did so not to dispute the findings in Dale Russakoff’s book, “The Prize,” but rather to expound upon the progress and challenges that have occurred during the period since Mark Zuckerberg’s $100-million-dollar gift was announced in September 2010 and to paint a fuller, more nuanced picture.
The process of putting together the panel was a learning experience for all of us who participated. It helped us to clarify our own thinking about what the gift enabled Newark to accomplish, how we as local funders have come to work together more effectively, and how we might advise national foundations interested in place-based impact to engage with the community and with local funders.
In September 2010, Mark Zuckerberg announced a $100 million gift, to be matched dollar for dollar, to transform education in Newark in five years. The Foundation for Newark’s Future was created as a local foundation that would manage a then-undetermined portion of the gift.
The Prize, by Dale Russakoff, documents the first five few years of this reform effort. As Russakoff illustrates, there were strong personalities involved in the reform effort who had or have now moved to new positions. Also, this was the donor’s first foray into philanthropy and despite efforts at community engagement, many community leaders and activists felt that district and state leaders and national foundation representatives did not invite or respect authentic community participation in its decisions. The book and subsequent book tour largely focused on these themes.
The narrative in philanthropy is that “this bold effort largely failed.” With the benefit of time, we would write a different narrative: there were missteps along the way, and some philanthropic overreach, but Newark is moving forward, education outcomes are improving, and some of the work that was started because of this initiative has had sustained positive impact. Most importantly, there is a robust education dialogue in the city that has moved from vigorous disagreement to an agreement to collaborate even when we disagree. So, the hashtag for this work seven years on might be: #notfinishedyet or #needapart2.

According to a report from National Committee for Responsive Philanthropy, since 2012 there has been an 11 percent shrinkage in philanthropic funding towards immigrant movement groups. While there was an uptick in rapid response funding between 2017-2018, this has not created the conditions for the long term sustainability of immigrant serving organizations.
In a critical election year, over 60 anti-immigrant bills have been introduced in state legislatures nationwide. Immigrant advocacy groups – already facing a myriad of historically systemic challenges such as burnout, unlivable wages, and hostile state level political environments – are facing this wave of anti-immigrant sentiment, often at the sacrifice of their own safety and well being. And while philanthropic interest has focused on the national elections and scenario planning, movement groups are already planning for 2025 and an uncertain future regardless of presidential election outcomes. Philanthropy must not only meet this moment but also invest in the critical infrastructure needs of organizations and movements, particularly at the local and state levels.
As right wing movements seek to undermine our democracy on all fronts, immigrant communities cannot be left behind and must be included in any political, social, or philanthropic efforts that seek to build a multi-racial democracy. Built through the collaborative efforts of GCIR and NCRP, this briefing will feature a panel of speakers representing nonprofit organizations working on the front lines to strengthen our democracy and advance immigrant rights in their communities.
