Right Size Applications; Simplify Reporting
Affirmation: Paperwork hinders us all.
Duplicative or complex proposal and reporting requirements divert time and resources for both nonprofits and philanthropy, needlessly burdens nonprofit partners and siphons scarce resources away from where they are most needed. Funders can lessen the burden on grantee partners by streamlining the application and reporting processes, especially for repeat grantee partners; decreasing the required data to only the most necessary for decision-making; taking on some of the burden of data collection by gathering data from central repositories such as Candid (formerly GuideStar) and the IRS; and retain and use data already collected from repeat grantees. Funders should require updated information such as annual budget, staffing, board member changes, etc., in their grant applications only when the nonprofit is the only source for this information. Collaborate with other local funders and agree to common GOS application questions and budget templates; streamline tools through technology and offer innovative ways for organizations to apply for and report out on grants; limit written requirements to information that is relevant to the request, and which moves the needle on critical social issues.
Activities
• Reduce rigidity and increase the flexibility of what nonprofits must submit for their applications in creative, egalitarian, and less burdensome ways.
• All funders right-size their application and report requirements relative to the grant amount.
• Shift from reports to conversations or other lower time-intensive means.
• Develop agreed-upon common questions for use across the philanthropy sector for general operating support grant applications.
• Explore the efficacy of using common applications for general operating support grants.
• Change site visits for compliance to goals of learning.
• Consider developing a central data repository for New Jersey nonprofits and funders, where applicants can submit and update basic information once a year, and funders can access the necessary information.
Outcomes
• 75% of funders begin to reduce the size of applications and reports relative to the size of the grant.
• 75% of funders shift from reports to conversations or other lower time-intensive means, like site visits geared to learning and relationship building.
• 50% of funders making general operating support grants accept creative, egalitarian, less burdensome applications including other funders proposals.
• Nonprofits have increased capacity to dedicate time to other activities and efforts.
How to Begin Doing Good Better on Reducing Burden
Learning opportunities
• For funders who do not right-size their applications, what are the barriers to reducing paperwork?
• Who is making the decisions about the application and reporting requirements, and how can they be reached to encourage change? How can we involve more board members of funders in this effort?
• For funders who require reports, determine what is “nice to have” vs. what is needed and used and consider eliminating the rest; what are expeditious ways to collect data including accepting other funders’ reports?
• Which funders who make multi-year grants require a full application for the first year and updates for subsequent years?
Pre-Work
• For funders who already report tailoring their applications, consider how to further simplify processes for grantees; share these practices with other colleagues in philanthropy.
• Learn how information is collected without burdening the applicant.
• Review and implement recommendations already provided by nonprofit networks and philanthropy-serving organizations for concrete examples such as centralized document repositories; allowing nonprofit partners to re-use other proposals and reports; holding check-in meetings in lieu of written reports; and other helpful practices.
• Seek promising practices of funders who use site visits as opportunities to build trust and understand the programs and organizations they support instead of as compliance reviews.

To dig deeper into causes of, and responses to, structural racism within philanthropy in New Jersey, the Council of New Jersey Grantmakers established a Racial Equity Task Force made up of leaders at CNJG member organizations.
The task force’s mandate is to develop goals and objectives to create a roadmap for action to eliminate the structural racism that for too long has denied opportunity.
“This is a defining time in the history of our state and our nation,” said Maria Vizcarrondo, president and CEO of CNJG. “We are at a crossroads where we have to expose truth and take action for racial equity. Every institution and organization needs to look inward and discover whether it might be contributing to racism, even unknowingly. Our task force will be a forum for thought and a vehicle for action as we figure out how best to leave the middle ground and do the hard work to support systemic change. Philanthropy must invest resources towards advocacy to affect policy, and take that big leap away.”
Annette Strickland, executive director of the Schumann Fund for New Jersey and a CNJG Board member, will chair the task force. “The current health and racial crisis has brought into focus the impacts of structural racism on American society, she said. “Now is the time for us to explicitly examine the role that we as individuals and philanthropy as a professional practice contribute to those structures. To quote Martin Luther King, ‘Philanthropy is commendable, but it must not cause the philanthropist to overlook the circumstances of economic injustice which make philanthropy necessary.’”

Dodge Foundation.
The Council of New Jersey Grantmakers is a nonprofit organization that exists to strengthen and promote effective philanthropy throughout the state. It supports independent, corporate, family and community foundations, as well as public grantmakers, in addressing society’s most difficult problems and providing leadership on statewide issues. About 2,300 grantmaking entities make up New Jersey’s philanthropic sector. They award more than $42 billion in grants annually.

Sustainable philanthropy thrives on careful and skillful stewardship of the corpus. This signature event grew out of the Council of New Jersey Grantmakers’ Finance and Investment Affinity Group convenings, which have long offered CFO’s, investment committee members, board chairs and others with oversight of their endowment, exposure to a wide range of representatives, as well as thoughtful expertise and perspectives from the investment community.

This one-hour webinar will offer a high-level overview of employment law trends and best practices for foundations. Attorneys from the Labor & Employment and Nonprofit & Tax-Exempt Organizations groups of Dentons, the world’s largest global law firm, will present practical tips for small and mid-size foundations with regard to employment and workplace issues. Drawing from both national trends in the industry and the impact of the pandemic and social change, topics will include:

One of the most valuable learning and networking events for the social sector in the state, CNJG’s 2021 Virtual Spring Conference considered the role of philanthropy in shaping how, where, and why we work.
The coronavirus pandemic has impacted and propelled the future of work in ways we couldn’t have imagined. But even before the pandemic - the automation of jobs, the gig economy, the ongoing need for reskilling and retraining, changing demographics, green careers, lack of job security and more – has been setting the stage for novel ways of working. The Spring Conference explored this new, accelerated work paradigm, it’s profound impact on New Jersey’s industries, workers and communities, and the implications for grantmakers and their nonprofit partners.
This timely and important event brought together national and local thought leaders, experts and stakeholders to share what the social sector can do to ensure a better future for New Jersey’s workforce. Attendees engaged in candid, visionary conversations around equitable labor standards and professional practices, the changing, post-pandemic workplace, strategies to fill gaps in skills, education, and opportunity, the effects of new federal job policies on workers, and much more.

As a follow-up to our Giving in Indiana study (released earlier this year), Indiana Philanthropy Alliance is pleased to share this snapshot of promising practices for advancing diversity, equity and inclusion in Indiana philanthropy. Throughout our state, foundations are incorporating the values of diversity, equity and inclusion (DEI) into their organizational cultures; engaging diverse populations as staff, board members, donors, and grantees; and working to make their communities more welcoming places. This report is an effort to capture a sampling of these endeavors.
Small BIPOC organizations and/or historically excluded/led
organizations have greater access to funding.
Affirmation: We must center the most marginalized, underfunded, and impactful organizations.
BIPOC, grassroots, and/or historically excluded1 leaders are the most proximate to the populations and communities that face the most pressing social issues and should be central to designing solutions and funded; yet they are often overlooked or ignored as real change-makers.
They are underinvested in by major funders and are often left to struggle on their own; and when they are funded, grants are small and often highly restricted.
Some funders have artificially high budget requirements, require collaboration with larger “more sophisticated” organizations, won’t fund fiscally sponsored groups, or emphasize leadership requirements that are increasingly out of date or exclude vital lived experience.
Community organizations are exploring innovative and egalitarian management structures, such as co-directorships, collectives, and collaboratives, that do not resemble the constructs of the past.
Leadership comes in all structures, sizes, and identities; funders must seek to recognize and fund those who are doing effective work and re-evaluate their views of accepted leadership patterns. For BIPOC, grassroots, and/or historically excluded leaders to succeed, we must provide flexible resources and professional development support while they are leading.
Activities
Below are activities your organization can engage in that will advance your equity focus
• Agree as a community of practice to a shared definition of BIPOC, grassroots, and/or historically excluded-led organizations to foster a common frame of reference to help guide this work.
• Create networking and referral opportunities for BIPOC, grassroots, and/or historically excluded leaders to expand their access to funding and opportunities similar to that of larger, mainstream groups.
• Invest in the development and pipeline of BIPOC, grassroots, and/or historically excluded leaders.
• Remove funding barriers for small BIPOC, grassroots, and/or historically excluded organizations that have traditionally been precluded from funding because of budget size, leadership structure, auditing requirements, and similar obstacles.
• Actively partner with BIPOC, grassroots, and historically excluded organizations to make funding decisions on issues closest to their communities.
• Provide significant, multi-year, general operating funding to organizations and movements led by BIPOC, grassroots, and/or historically excluded communities.
Short-term Outcomes
• Progress is tracked into addressing the barriers to funding BIPOC, grassroots, and historically excluded-led organizations in NJ.
• A greater number of BIPOC, grassroots, and/or historically excluded-led organizations are funded than before, by new and existing funders.
• Professional development and capacity building as requested by BIPOC, grassroots, and/or historically excluded leaders is funded.
Long-term Outcomes
• BIPOC, grassroots, and/or historically excluded leaders can access funding and opportunities similar to that of larger, mainstream groups.
• A greater percentage of support to organizations and movements led by BIPOC, grassroots, and historically excluded communities is provided as significant, multi-year, general operating funding. In this context, “significant” can refer to both the quantity, size or percentage of grants awarded by the funder in any given year.
How to Begin Doing Good Better on Equity
Learning opportunities
• Which criteria and practices are creating, perpetuating or exacerbating exclusion of BIPOC, grassroots, and or historically excluded-led organizations?
• For funders that exclude or limit funding to small organizations, why are these barriers in place? What biases or missed opportunities are resulting from these obstacles?
• When funders are actively prioritizing BIPOC, grassroots, and historically excluded -led organizations in their philanthropic partnerships, what definitions, outreach, and partnership strategies are being used? How has this evolved based on lessons learned?
Pre-Work
• Funders should become educated about how traditional ways of identifying grantees and other criteria often excludes BIPOC, grassroots, and/or historically excluded-led organizations.
• Actively seek and share ways to center, identify, fund, and partner with applicants or community-based partners to create solutions in all efforts.
• Identify forums or protocols for introductions, dialogue, and relationship-building between funding community and BIPOC, grassroots and/or historically excluded-led organizations to pave the way for ongoing or stronger partnerships.

A CNJG member queried our listserves with the question "Does anyone have templates that can be used and/or shared related to grant approval letters and terms and conditions related to COVID-19 grants?" CNJG compiled the answers from responding members.
Back in person - we’re bringing together funders and nonprofits for a day of shared learning, exchange, and networking at the 2023 Conference for the Social Sector on May 23!
Our conferences have always elevated timely and important topics. And that tradition continues. The conference theme, Doing Good Better, is a direct result of what we’ve learned and experienced over the past few years.
We stand in extraordinary times. The pandemic showed the limitations of existing philanthropic structures. Grantmakers recognized that organized philanthropy must rethink traditional grantmaking practices and shift their routines. Doing Good Better - a partnership initiative with the New Jersey Center for Nonprofits - is a big tent that includes trust-based philanthropy and participatory grantmaking; rightsizing the power dynamics between funders and nonprofits; simplified grant applications and reporting; increasing GOS and multi-year grants; unburdening nonprofits so they can focus on their work; addressing the equity issues that exist throughout the sector; and recognizing nonprofit leaders and those closest to the problem as the experts in the room.
Our new strategic plan outlines the very same values emanating throughout the Doing Good Better ideals – shared power and leadership, equity, trusting cross-sector relationships, and learning and dialogue.
The Conference features a range of notable thought leaders and experts for a day of connection, not-to-be-missed discussion, and side-by-side learning with foundation and nonprofit colleagues. Our opening plenary, How Philanthropy Can Do Good Better, will hear from leading New Jersey foundation CEOs about how they’ve shifted their funding practices to better support nonprofit partners. Shaady Salehi, Executive Director of the Trust-Based Philanthropy Project will outline the underlying values of a trust-based approach during the luncheon keynote. Breakout sessions will highlight participatory grantmaking, equitable capacity building, tools to address nonprofit burnout, and more.

I can’t believe October began last weekend. I honestly don’t know where the time goes. Before you know it, the new year will be here.
Before that, I’m looking forward to our annual gathering of members – the CNJG 2023 Annual Meeting & Holiday Gathering.
On Thursday, December 14, over 150 Council members and special guests will gather at the Crowne Plaza Hotel in Edison to celebrate the holiday season, welcome new CNJG members, convene a brief business meeting to elect new trustees, feature a dynamic discussion related to the vital work of philanthropy, and provide an excellent opportunity to connect with your colleagues and friends – both old and new.
This year’s overall theme is Philanthropic Collaboratives: Driving Impact and Opportunity.
Together we’ll explore the collaborative process, surface opportunities and challenges, and uncover how to create sustainable partnerships for lasting impact. We’re thrilled to have FSG lead the morning workshop, Tools for Funder Collaboration. The morning workshop will share real life examples of how funders have actively engaged in collaborative efforts, used data for continuous learning, and ensured momentum and buy-in among partners.

As we move beyond the election season and look to 2025, New Jersey’s philanthropic and nonprofit sectors will continue to engage in conversations and partnerships that inspire change and support an inclusive future for all. I hope you had a chance to pause and find moments of celebration and peace over the Fourth of July holiday with family and friends.
July 4 was also the day that President Trump signed the One Big Beautiful Bill, a massive tax and spending package. The legislation includes a permanent universal charitable deduction ($1,000/$2,000) empowering all Americans to give, and removal of the foundation excise tax increase, protecting billions of dollars in investments for communities. Among its many devasting provisions, it cuts “$1 trillion from the federal Medicaid program, with over 360,000 in New Jersey potentially losing coverage. Almost $300 billion in cuts are also planned for the Supplemental Nutrition Assistance Program (SNAP), impacting some 800,000 state residents enrolled in that program,” (New Jersey Spotlight). Ultimately these cuts will impact state budgets, including in our own state.
United Philanthropy Forum makes clear in their statement following the Senate passage, that cuts to Medicaid, SNAP, and other vital safety net programs will significantly harm communities and people that the social sector – philanthropy and nonprofits – work to empower and elevate. The letter goes on to state:
The irony is cruel: Congress has expanded incentives for charitable giving while simultaneously creating conditions that will dramatically increase the need for charitable services. Philanthropy cannot fill the massive gaps these cuts will create.
In the face of such challenges, the need for robust civic engagement has never been more urgent. Civic engagement is the bedrock of a healthy democracy – it's the process of empowering individuals to be active participants in building and strengthening our communities and ensuring all voices are heard. It encompasses everything from direct interactions with government to the vital work of voluntary associations. It is precisely in times like these that our collective participation, our shared insights, and our collaborative action become most critical.
It was with this understanding that we convened the CNJG 2025 Conference for the Social Sector — Stronger Together: Philanthropy & Civic Engagement on Wednesday, June 18th. The conference brought together more than 350 funders, nonprofit leaders, and changemakers for a discussion on how philanthropy and nonprofits can work together to address and increase civic engagement. We explored key areas like local news, participatory budgeting, guaranteed income, and public-private partnerships just to mention a few. The energy in the room was palpable, reflecting a shared commitment to finding solutions and building a more equitable
New Jersey.
Many attendees participated in the New Jersey Council for the Humanities’ Democracy Conversation Program, during the opening session and throughout the day, sharing their perspectives on democracy. Strengthening nonprofit organizations is not just a nice-to-have but an essential part of our work as grantmakers to ensure that nonprofits have the resources they need to address today’s most pressing social concerns. Indeed, the vast majority of staffed foundations — 86 percent — do just that, invest in organizational strengthening in areas such as leadership, fundraising, evaluation, communications and technology.
While capacity building is a critical part of our work, traditional models of capacity building tend not to account for culture, systems and power in their design, too often “rendering them inadequate for communities of color.” The limitations of models that do not consider dynamics of power and issues of equity have never been more apparent than they are now. At the time of this writing, we are navigating a deadly global pandemic and bearing witness to massive protests for racial justice, both of which are bringing renewed attention to the deep and persistent racial inequities that exist in society writ large, including within philanthropic institutions.
In the midst of these seismic societal shifts, our field is taking stock of how we as individuals and institutions are participating in systems that perpetuate inequity, engaging in deep dialogue and reflection on how we can do better, and adopting more equitable and transformative philanthropic practices. And although we must make changes across the breadth of our institutions to become more equitable, capacity building is a particularly powerful case study of how racial inequities show up in our practices and how we can take intentional steps to mitigate those inequities.

Times of mass mobilization like the uprisings for Black lives and global crises like the COVID pandemic broaden awareness of the work of organizations, collectives, and other groups of people working to transform harmful systems. Some of these groups turn to intermediaries—fiscal sponsors and donor intermediaries—to provide back-office support, grant funding, and other services to support their ongoing work and evolution.
This report explores the ways in which the ecosystem of funders and intermediaries can better support these groups—which we’re calling “constituent-led groups”—who do their work without formal 501c3 status and are often led by and supporting historically oppressed communities.
Today, many constituent-led groups, particularly those that are smaller and geographically isolated, struggle to find fiscal sponsors and other intermediaries that share their values and can provide services that are deeply rooted in racial equity. For a number of reasons, funders—who can’t otherwise support constituent-led groups—often prioritize partnering with intermediaries with a high capacity for scaling services and distributing resources and funds. Though equity values are important to funders in selecting intermediaries to partner with, many funders don’t know what equity-centered services look like or how to support intermediaries in deepening this work.
In this report, we share different ways fiscal sponsors and donor intermediaries have approached deepening equity in their work while meeting the volume of demand from constituent-led groups and funders. We also offer some pathways forward for funders seeking to strategically invest in intermediaries to strengthen their capacity in these areas so they might better serve constituent-led groups.
